The global machinery of climate finance has long suffered from a structural flaw: it frequently treats environmental conservation and economic development as competing interests. The Aga Khan Foundation (AKF) is attempting to rewrite this operational code. The organisation launched ReGeneration, a ten-year, $500 million initiative aimed at restoring 150,000 hectares of mangrove and coastal ecosystems across six Indian Ocean nations. But the programme’s most ambitious target isn't purely ecological. It is an economic experiment designed to prove that nature restoration can serve as the foundational infrastructure for local prosperity. By utilising public-philanthropic partnerships, the initiative absorbs the early-stage friction of conservation efforts. Matt Reed, Global Director of Partnerships and CEO of Aga Khan Foundation UK, emphasised the systemic risk of withdrawing capital from these regions. “We are at a point where the international community is having to think differently about how development is funded and delivered,” Reed noted. “But stepping back from investment in climate resilience, education and economic opportunity now would carry enormous long-term costs. Whether we are talking about restoring an ecosystem or improving a child's education, the principle is the same: invest in the capacity of communities to shape their own futures. ReGeneration is an example of what that can look like in practice – bringing together environmental restoration and economic opportunity rather than asking communities to choose between the two.”
